A "Deep Dive" into EU Fleet Regulation – Is the Regulation Fit for Purpose?

Summary

The EU Fleet Regulation is arguably the most far-reaching regulatory framework for the European automotive sector, as in its current form it leads to stringent technology requirements, including a so-called 'combustion ban'. At the same time, its policy design is quite unique: the approach of making manufacturers responsible for the downstream CO2 emissions of product users, and thus influencing end-users' investment decisions, is (almost) unique in the automotive sector. 

In our paper, we look at the vast amount of detailed data provided by the European Environmental Agency and distil key trends before commenting on the regulatory framework today and possible revisions in the future. 

We find that the regulatory system could benefit from more flexibility concerning the trading of credits; the inclusion of lifecycle emissions including a shift to a more technology-neutral approach towards different drive-train technologies.
