Summary
As part of the Final Rulemaking for the 2017~2025 MY Light‐duty Greenhouse Gas (GHG) standards, the United States Environmental Protection Agency (USEPA) and National Highway Traffic Safety Administration (NHTSA) established a “Midterm Evaluation”. While vehicle manufacturers wanted to have a long term view of future GHG standards, there was a concern with the development of technology expected to be required to meet the future standards. In addition, the manufacturers were also concerned with economic considerations that could impact their respective compliance strategies. As a result, the agencies put in place provisions for conducting a robust and comprehensive review of the feasibility of meeting the standards from 2022 to 2025 MY. (The standards from 2017 to 2021 MY are fixed and are not being assessed.) In this paper and presentation, the USEPA will discuss the process of conducting a Midterm Evaluation and the methodologies that are being used to evaluate the technical considerations.
