Summary
The Commission has already developed a simulation tool called VECTO (Vehicle Energy Consumption calculation TOol) in order to determine CO2 emissions and fuel consumption from Heavy Duty Vehicles (HDVs). In the EU,certification of motor vehicles takes place under Type Approval legislation as defined in the 2007/46/EC Framework Directive that is currently being transformed into a new regulation. A new legislative Act on HDVs' certification under the existing Reg. 595/2009 that deals with HDVs' emission pollutants has been already prepared and the text was adopted by the Technical Committee of Motor Vehicles (TCMV) on May 2017. First date of implementation will be 1st of January 2019. VECTO tool has been developed by the Commission in close collaboration with various stakeholders. In this paper there is a short description of the tool's structure including details for mission profiles and vehicles' classification. The results and conclusions from the proof of concept activity performed at JRC are also presented. A brief overview of the pre-pilot phase (PPT) for buses and coaches that has been performed beginning 2018 has been included also. At the end of this publication a timeline, for the trucks only, with the most important dates is given.
